Thanks to Tool for Picasa, Google + Photo, you can upload all your photos to the cloud and, most importantly, manage the entire process in detail. The app will allow you (among other things) to set a maximum size for your photos before uploading them to the cloud.
As you'd expect, Tool for Picasa, Google + Photo also includes a very simplistic photo editing tool that lets you rotate the picture, zoom in and zoom out, correct the color of the image, etc. This way, you can edit your photos before saving them.
